What Is a Low-Income Taxpayer Clinic?

In 1998, Congress enacted Low Income Taxpayer Clinics as part of the IRS Restructuring and Reform Act. There are 134 clinics in the United States. LITCs represent individuals whose income is below a certain level and need to resolve tax controversies with the IRS, such as audits, appeals, and tax collection disputes. In addition, clinics can provide information about taxpayer rights and responsibilities in different languages for individuals who speak English as a second language.

Between 2012 and 2016, more than 52,400 low-income taxpayers have been represented by LITCs in IRS controversies. During this same period, LITCs provided educational services for more than 450,000 low-income taxpayers who speak English as a second language.

In order to take advantage of the services provided by LITCs, your income can’t exceed 250% of the federal poverty level. You are also eligible to use a LITC if you speak English as a second language.
